Colchester Borough Council issues licences for private hire vehicles ensuring that the vehicles are suitable and that when licensed the vehicle is adequately insured. High standards of safety are ensured, and complaints about overcharging, inappropriate behaviour or inefficiency, are investigated.
The Council does not set the fares for private hire vehicles and any person hiring a private hire vehicle should agree the fare with the private hire vehicle operator before commencing a journey in the private hire vehicle.

Taxis & Hackney carriage vehicle licences in Colchester.
Under the Town Police Clauses Act 1847 a licence is required for any vehicle driven for the purposes of hire or reward allowing it to be flagged down, or hired at a Taxi rank. Once licensed a taxi is always a taxi until the licence expires.
These vehicles have a roof sign "Taxi" and display a white plate with black lettering on the rear of the vehicle.

The fares for journeys within the district are proposed by the trade association, agreed by the Council and advertised. They are displayed on a tariff chart in the vehicle and programmed into a "taxi meter" which calculates the cost of the journey (meters are checked by the Council to confirm that they are operating at the set tariff). If the journey will take the vehicle outside the district a different fare may be agreed before the journey begins. If a taxi is booked through a private hire vehicle operator the hirer should pay a booking fee plus the fare shown on the taximeter which will be switched on when the taxi collects the hirer.
